The force? Only in the sense that people have varying level of ability, but they need training to tap into that ability. However, more training does not equal more ability. After the initial learning of Kela, gaining ability comes from using Lenga in conversation and reaserching spells. However, the idea of a teacher and student is a good one, especially when it comes to someone that creates/discovers a new technique.

From a gaming perspective, learning La Kela for a character is part of their initial startup. In other words, it's not roleplayed. Action! System is not like D&D in that a character starts with experience already. It's equivalent to starting a character at level 5 or 6 in D&D.

Makes me think, though, that maybe Lenga should be an incomplete language. Part of the life of a spellcaster is to try to find more vocabulary for the language.

Oh he most definitely does.

And this makes your magic system a bit like teaching someone how to use the Force if I grok you.
